Dr.Dismas Msanya
DEEPNET Director
Dr. Dismas Msanya, PhD is a Tanzanian development expert and leader with extensive experience in community development, humanitarian programs, and multi-stakeholder project management. He holds a PhD in Leadership and Community Development (UK) and a Master’s Degree in Peace, Conflict, and Development Studies (Spain), which provide a strong foundation for his work in promoting sustainable development, social justice, and inclusive governance.
With over 20 years of progressive experience, Dr. Msanya has worked with government institutions, NGOs, CSOs, and international organizations across Tanzania and the East African region. His expertise spans program design and implementation, monitoring and evaluation, policy advocacy, gender equality, youth empowerment, child protection, peace building, and climate action.
Dr. Msanya is recognized for his strategic vision, collaborative leadership, and commitment to empowering communities to achieve sustainable and equitable development outcomes.

Leonard Oscar
Finance Manager
Leonard Oscar is an accounting and finance professional with experience across education, local government, and national research institutions. He holds a Bachelor of Business Administration in Accounting and Finance and is currently pursuing a Master’s degree in Accounting and Finance at the Institute of Accountancy Arusha (IAA).
He worked for seven years as a secondary school teacher before serving four years as an Accounts Officer I at Kigoma Municipal Council, where he handled budgeting, financial reporting, and regulatory compliance. Leonard currently works with the Tanzania Wildlife Research Institute (TAWIRI), supporting research and conservation operations through sound financial management.

Jean Michel Serge
Program Manager
Jean Michel joined DEEPNET Tanzania in 2021 as Program Manager. He brings over ten years of experience in project management and monitoring and evaluation, gained through work with both national and international organizations. He previously served with the Brothers of Charity – Tanzania, holding diverse administrative, coordination, and field oversight responsibilities. From 2013 to 2016, he acted as the key liaison and representative in Tanzania for the Canadian NGO LO-SE-CA. He has also coordinated academic collaborations with Belgian colleges and universities, overseeing student placements and joint activities, and strengthening institutional partnerships through effective monitoring and follow-up.

Neema Omari
Human Resources Manager
Neema John Omari is a professional from Tanzania who has worked in international and regional institutions in the fields of administration, finance, human resources, project management, and organizational support. She has a Bachelor of Arts in International Relations from the University of Dar es Salaam and a Master of Business Administration from the ESAMI Management Institute.
With more than fifteen years of experience, Ms. Omari has held a variety of positions, including Project Administrator at the Bernhard Nocht Institute for Tropical Medicine (BNITM), Health Administration and Logistics Management Assistant at the East African Community Secretariat, and administrative, financial, and human resources roles with the Germany Foundation for World Population (DSW), GIZ, and the United Nations International Criminal Tribunal for Rwanda (UNICTR). Program coordination, financial management, procurement, human resources, project reporting, and stakeholder engagement are among her areas of professional expertise.
Ms. Omari has expertise in financial reporting, ICT applications, project planning tools, and communication. Additionally, she has taken part in a number of professional development courses, such as project management workshops, public-private partnership training, and QGIS for health systems. She has a proven track record of assisting multi-stakeholder projects and regional development initiatives, and she has a commitment to excellence, confidentiality, and teamwork.

Baraka Naftal
Resources Mobilization Manager
Baraka Naftal, is a Tanzanian researcher and field practitioner dedicated to promoting peaceful coexistence and inclusive community development through evidence-based programs. Believing that lasting change occurs when communities are listened to, respected, and empowered to lead their own solutions, he brings over ten years of experience in participatory approaches, capacity building, and applied research. He earned an MSc in Geographical Information Systems from the University of Dar es Salaam and a BSc in Wildlife Management from Sokoine University of Agriculture. Baraka has strong skills in program development, monitoring and evaluation, community training, and data-driven decision-making. He supports efforts that reduce conflict risks, strengthen community resilience, and turn research into practical action, all grounded in dialogue, empathy, inclusion, and measurable outcomes.

Jackson Patrick
ICT Manager
Jackson Patrick Muganda is a dedicated Tanzanian ICT professional whose work bridges technology, creativity, and social impact. He brings extensive expertise in web design and development, graphic design, digital marketing, brand and logo design, and search engine optimization (SEO), alongside strong capabilities in computer networking, system troubleshooting, and database development. Currently serving under the ICT Department at TAWIRI, Jackson applies innovative, technology-driven solutions to strengthen data management and institutional efficiency. He is also an active member of DEEPNET Tanzania, a prominent non-governmental organization founded on the principles of Dialogue, Empathy, and Ecology for Peace, where he contributes his technical skills to advance social justice, inclusive development, and sustainable peace across the United Republic of Tanzania.

Secilia Benard Ludovic
Environmental Officer
Secilia Benard Ludovic (Environmental Officer)
Secilia Benard Ludovic is a Tanzanian environmentalist based in Dodoma with a Bachelor of Arts in Geography and Environmental Studies from Mwenge Catholic University. She has practical experience in environmental management, waste management, environmental education, GIS mapping, and community awareness, gained through work with BantuFast Services, Tanzania Forest Services (TFS), local government authorities, and field training programs in Kilimanjaro.
Secilia has also held leadership and advisory roles in university and community organizations, including environmental clubs, health and environmental ministries, and the Tanzania Red Cross Society. She is a motivated, ethical, and results-oriented professional with strong communication, teamwork, and leadership skills, committed to promoting environmental sustainability and community development in Tanzania.

Neema Ntobi
Gender and Social Inclusion Officer
Neema Ntobi is a community development and social justice practitioner with experience in grassroots engagement, teaching, gender and social inclusion, and community empowerment. She is committed to promoting inclusive development, human dignity, and peaceful coexistence through participatory and people-centered approaches.
She has teaching experience in social development, civic responsibility, gender equality, and peace, supporting learning and capacity-building for students and communities. Neema has worked closely with communities, local leaders, and civil society actors to address social inequalities, child protection, and community resilience, with a strong focus on women, youth, and marginalized groups.
Neema continues to contribute to community-based and educational initiatives that strengthen social cohesion and build resilient, inclusive communities in Tanzania.
